Just a quick follow up: for keyboards that are the same general layout but have different lettering (such as the Arabic + British English, or the Korean + US English), do the keys function the same in software or are there language specific differences?

I'm not sure what you mean by "function the same in software". Which key does what is determined by the settings you make in system preferences > keyboard > input sources. The printing on the keys has no importance in itself, it just helps people who need to look at the keys when they type to hit the right ones.
This answers my question, seems obvious in retrospect - thanks again!
