IPhone connects to WiFi but stays on LTE

In settings my phone says it is connected to my WiFi, but in the bar above it says LTE. I also have a VPN that I normally use, but now it says "Connecting..." in settings. I have turned cellular, WiFi, as well as my phone on and off which did not work. I tried resetting network settings and that did not work either. I do have an update needed on my phone, however every time I try to download and install it says "Update Requested" to "Paused" then nothing. After a few hours I will get the box that says the update failed. I am at a loss here.

What you are experiencing is that your iPhone is connected to the Wi-Fi Network however there is no working connection to the internet from that Wi-Fi Network. Your iPhone iOS update is not downloading because you do not have working Wi-Fi to internet connection.

If this is your home Wi-Fi and you have access to the router then try unplugging the Router from the wall and then plugging it back again after 50 seconds. Let the Router recycle for 3-4 minutes and then connect your iPhone to that Wi-Fi Network. Check to see whether that resolves the issue.
