Contact the manufacturer, new drivers may be required with Monterey.

Did you have to install drivers when you first used the scanner?

The latest drivers/software for the two Shine models is dated 2016 so updated ones may be required.

Does the Mac see the scanner in Monterey?

There's a 5.2Beta for ET16Plus that is listed as working with MacOS 12 Monterey https://www.czur.com/support/et16plus#software. I downloaded it and tried it. The first time I opened it, it quit before it fully opened. Then I got an Apple prompt asking me to allow installing a helper. I allowed and the application opened. I did a regular scan, splitting pages and making a searchable pdf. It works!
