Why do I have 2 iPhone 11 Pro Max phones under “my devices”. I only have one but I have had one that was stolen and replaced

(NB Seems if you generated a recovery key, you can't use account recovery)

Your new iPhone would have been added automatically, when you first signed in to your Apple ID on that iPhone.
Your old iPhone would likely remain there until you remove it.
If you need to ensure you remove the correct iPhone:
Find the serial number or IMEI on your iPhone, iPad, or iPod touch
