Mail Protocols:

Try removing the eMail account and then adding it back. The mail protocols of SMTP, IMAP4, and POP3 would have been misconfigured somehow. So, see what removing it, and then add it it back does. If no success, then contact the developer for the proper protocols to use. You’d find their Contact Us info on the app’s sit of the App Store.

Elsewise, just use the paid-version if ‎Malwarebytes Mobile Security like I do. Never have I had such issue as what you describe.

Blocking Out Spammers:

It's the app giving you the issue. So use Malwarebytes Mobile Security.

A. Uninstall the App:

The app has configured your device for privacy settings. So, uninstall it, by holding your find on it, and then tapping the encircled-"I" when the app's icon wiggles.

B. Use Malwarebytes Mobile Security:

Get the app here: ‎Malwarebytes Mobile Security - App Store. The free version blocks popups. The paid version blocks out known spam numbers. So, consider using it. Read the following post to see how to use this software: Blocked numbers - Apple Community

I actually liked how RoboKiller blocked ALL Spam calls AND Spam/Porn texts to my cell phone.

The ONLY caveot I found so far was my inability to open my email on my cell phone. So, since

RoboKiller does something with the Privacy settings on my phone settings, isn't there a "hack"

I can do that will allow me to still open my email?
