Follow these instructions: How to create a bootable installer for macOS - Apple Support

What macOS version is that other system running? Try downloading OS X El Capitan and creating a bootable installer with it.

The error you are encountering -2006f suggests an inability to download macOS from Apple with that machine, which can occur for a number of reasons. Network communication failures, that sort of thing, and if that won't work you need a USB boot drive. It seems everything you did is leading up to the need to contact Apple:

Well we bought them on line at Apple and we live in South Carolina my wife could not boot her Mac one day unless I boot it in safe mode and one day I use the macOS Recovery and installed halfway and then it freezed. so I used Disk Utility and then tried to recover it again and then I keep getting -2006f error now. till I installed Linux now Linux works fine and macOS Recovery system not working my last ditch is format it in with SSD to USB. Thanks for everything Steve

I'll go with my earlier inclination that it's a hardware fault. Not detecting an input device, not being able to contact Apple; those things just shouldn't happen with operable hardware.

Fortunately yours remains a supported model, so when and if you're able to take it to a Genius bar that's what I recommend. Or, call Apple by following the Get Support steps linked above, and perhaps they can think of something I haven't. It might cost you $29 to find out.
