Agent took trade in without signing

I scheduled a trade in online and agent came to pick up the device today. However, he left quickly and said I didn't need to sign anything. 7 hours later, I received an email saying that the device was not received and my trade-in has been canceled. I suspect fraud. How do I contact Apple about this?
