Camera App Settings - Preserve Settings

In the past the Preserve Settings options worked, but they do not work anymore. For example, the Camera Mode option. When this option is on, which ever mode I was in when I had closed the app, the Camera would go back to when I return to the app. With the option off....which is what I want....the Camera app should always go to the Photo mode. Hope that makes sense.

That option doesn't work and neither do the other options under the "Preserve Settings".

I have tried resetting my phone, but the Preserve Settings still do not work. Any word on a new update to fix this?
