how Come I can’t download apps because only half of my keyboard wants to show up I close the app and open it back up still the same restart my phone still the same reset my keyboard dictionary in settings still the same nothing works need help ASAP

One thing you can do is to close the app and launch it again and see if the issue persists. Make sure the iPhone is updated to the most recent available version.
If you use the Messages app, does the keyboard work as expected?
