Monterey 12.2 menu bar + dock gone from extended displays

I just upgraded to Monterey 12.2 and now I no longer get the menu bar on my extended displays, even when I have an active application running on one of the secondary screens. The menu bar and dock ONLY appear on my primary display. I also can no longer move my mouse to the bottom of the secondary display to make the dock move to that screen. Is there a fix/setting to adjust this?
