Setting up a new to me old 10.3.3(14G60) by trying to transfer apps from my damaged ipad air 2

Hi, I have been given an old 10.3.3(14G60) ipad to use for a while due to damage to my ipad air 2. When I did the set up wizard on the 10.3.3, I tried to transfer apps from my ipad air 2 with a software v 15.2. New ipad 10.3.3 says software is up to date but it wouldn't allow the transfer of apps as the software was not up to date enough. Is there a way to force a higher software version - what to do?
