I have iPad but don’t own air tag. How come I get pop ups to “connect” to one? Thanks

This would suggest that your iPad is in close proximity of an AirTag that has not [yet] been associated with your AppleID account.
Close proximity would be within several metres.
This support page provides more information about AirTag setup. If able, you might try setting-up the offending item - they your iPad to find the item…

How does one define "close proximity"? I moved to new house and within a two weeks (after one out-of-state conference) it started. Is this cause for privacy concern or just annoying ... could it just be outside in the yard LOL (I live adjacent to a college campus). Thank you again.
