Spinning wheel on home screen

Just did an ‘Erase all content & Settings’ on my iPhone 6s Plus running iOS 15.1, and I get a spinning wheel icons when iPhone is idle, but only on Home Screen.

In order to troubleshoot, I reset ‘Network Settings, and went under mobile data to show ‘Check Current Period’ and ‘System Services’ (for some reason these two only appear after a reset of network settings, I dunno why, seems they would be valuable information.)

in any case, I then reset statistics to make sure everything was 0, went back to Home Screen and waited a bit, to make sure enough data was being accessed.

After returning to mobile data, I saw system services and current period going up. And traced it down under System Services to ‘iTunes Media Services’ and ‘Security Services’ using mobile data.

why are the two using data for no reason?

all background apps are off, not signed into iCloud nor my AppleID at all.

to combat this, I turn OFF Mobile data. Problem workaround. But what’s the long term fix. Is this a bug in this version of iOS?

Also I bring this issue up again as I know users here wondering same thing. Just thought I provide more info on my findings
