Is it possible to connect a 27 inch cinema display to a new MacBook Pro M1? Even with TB2 to 3 adapter the display is not recognized.

If this correctly describes your display INPUT cable:
a convenient single cable with three connectors (Mini DisplayPort, MagSafe, and USB 2.0)
... then you can NOT use the Apple ThunderBolt-3 <-> Thunderbolt-2 adapter, because it supports genuine ThunderBolt displays ONLY -- no adapters can change that. Use something like this:
