Turn Off Live Photo

Is there any way to permanently disable Live Photos? IPhone 12, ios 15.3.1.

I have it shut off at Camera>Preserve Settings, but it is still on.

Turn it ON in Settings, Camera, Preserve settings.

Then turn it OFF in the camera itself.

Then the phone will preserve your live photo settings in the camera.
