I open icloud.com on safari on my iPad and see only 'Find my iPhone' so request desktop site and have to log in again. Now I can see all the apps but they are all greyed out and have padlocks in the corners. I have Two-factor Authentication turned. The iPad is up-to-date on IOS12

Yes, I looked at that post before posting here. It is all to do with two-step authentication. I have two-step authentication and in the recent versions of IOS and MacOS it is no longer possible to turn it off so that post is of no relevance anymore. So I still have the problem as to why I cannot access icloud.com apps from my iPad.

What are you trying to do? Your iPad has apps that handle most of the services iCloud has.
