How do I fully opt out of the Notification Summary feature?

My phone recently updated, and ever since then my notifications were replaced by a mock summary that simply tells me I can reduce interruptions by creating a notification summary. While I understand why some people would want this feature, I don't. Notification summary is not currently scheduled nor do I wish it to be. Until I started seeing this notification, which is so important to Apple it goes on my lock screen to trumpet the apps I have notifications for despite my settings otherwise, I didn't even look at this feature. But fine, I know about it now and want it actually turned off for real. I don't need to see a notification saying I can have a summary, especially when it is putting me on blast on the lock screen! How do I stop this notification about notifications settings so I can get back to using my phone?
