Thanks for coming to Apple Support Communities for help today.
If Face ID is working elsewhere correctly, it may just not be switched on for App Store purchases. Please see: Use Face ID on your iPhone or iPad Pro.
"To use Face ID to purchase content from the iTunes Store, App Store, and Book Store, go to Settings > Face ID & Passcode and make sure that iTunes & App Store is turned on. Then follow these steps:
You might be asked to enter your Apple ID password for the first purchase you make in the iTunes Store, App Store, or Book Store."

Seems like you have to wait for it to time out and then use your Apple ID password to login
Just double click the home button/ side power button
this is happening to me too. Idk what else to do but I don’t want to turn off Face ID or reset it just to set it all up again
***edit*** this worked immediately. I was asked for my Apple ID password

Edit: I had to wait a few minutes and eventually Face ID timed out and I was apple to put in my apple password
Let me give this a try on the reply because mine is not working either… very frustrating!
*Amazing… it actually worked. I was able to activate with my password after replying to this thread. You can do better Apple.
I had to call in to tech support to get this resolved. Best thing to do is call in.
Same issue as the original poster. Face ID is turned on and activated for app store, etc. but does not work when attempting to activate the 3 month trial of Apple Arcade. The screen just brings up the Face ID indicator, but nothing actually happens. It doesn't even time out and eventually ask for a passcode or my password. Just sits on the screen, indefinitely.
Literally every other application which uses Face ID has worked flawlessly, up until now. This seems to be specific to Apple Arcade activation.
***Edit/Update*** Apparently complaining about it seems to have done the trick, as right after I finished typing my original response, Face ID /did/ timeout and I was prompted for my Apple password, which seems to have worked in activating Arcade.
Face ID also isn’t working for me. Just sits there and idles forever, and never times out. I have apple arcade through a cellular provider, but it apparently doesn’t want me to use it.

I am having this exact same issue. Seems to be an ongoing apple issue. You think with rolling out 2 updates in the last few weeks this would have been fixed. Please help!
**edit. Same thing that happened to poster above happened to me. I commented and finally it timed out to put my password in. Do better.
I am having this same issue (6.5.2022). Reading through the replies, I was in the middle of posting my reply and then the password screen came up. When I tried to enter my password, my screen became unresponsive. I forced closed, then the apple sign-in with password screen came up automatically. I typed in my password and BAM, Apple Arcade was now activated through Verizon. What a messy activation process. Just imagine all the people that didn’t come to this apple support page that can’t activate their Apple Arcade with Verizon.
It worked for me; it just asked me to put in my password this time i stead of the face id icon
Same as everyone else, after coming here it seems to work… not sure how but it did. I did however turn off then back on Face ID for App Store purchases. Idk which made it work

This still does not work for me. I am trying to set up Apple Arcade which I receive through my cellular provider but my Face ID doesn’t work when attempting to sign in.
