I had this same problem. I just talked to an Apple Support agent and then their senior advisor and they pretty much just said that you need to download a few at a time in order for it to work and there's no way to fix it. On my computer, I wasn't able to download more than 30 at a time which seems ridiculous, especially since they list a limit of 1,000 photos being downloaded at once on iCloud. I have over 9k photos to download so it will take forever to get those downloaded. Perhaps the limit is intended to make it more difficult to keep your photos outside of iCloud.
Can you please get a detailed explanation of how you get to the photos? I tried what you explained but failed
I got it ... what's next
Just to update. The download started well then when it got to about the 30% mark it slowed down drastically. I've had it with Apple. Bought a Samsung. Bye!
That’s exactly what I did. It works but takes a lot of time.
Does anyone have a resolution for this problem?
Apple, esto es un escandalo.
I'm having the same issue attempting to download photos from icloud. Not being able to access the pictures you take is not acceptable. I'm about done with apple.
