In preview app whil reading PDFs, Index links to the section headings are not working when highlight tool is selected

So I have the highlighting tool selected while reading any PDF in Preview app.

Now I want to jump straight to some chapter from the index link, but it's not working.

Although when I de-select the highlight tool, chapter links in the index are working fine.

So whenever I have to switch to another chapter/section from the index page, I have to de-select Highlight tool, jump to the desire section & select the highlight tool again, which is frustrating me, because I am reading and highlighting only a few sections selectively from a lot of indexed sections.

Is it a bug? or any workaround this issue? Plz help, I'm exploding here :(
