Iphone 11 is stalled trying to boot over and over again. I'm using the method suggested here where you plug in the phone to the laptop and attempt to update it. My download speed for this software update is moving GLACIALLY SLOW and my internet is generally very fast. The phone autodisconnects after 15 minutes and my download is automatically cancelled. Can I download this another way?

Are you Using Only Cellular?:
You cannot update your iPhone model using Cellular. So, do so using WiFi.
