Presumably you are using an Apple USB-C Power Adapter - rated to provide at least 20W?
Perhaps your Digital AV Adapter has a fault. If you are able to test the Adapter with another iPad - and see the same issue - then the Adapter is very likely at fault.
If you continue to experience difficulties when using an appropriate Power Adapter, you might be best advised to seek assistance directly from from Apple Support.
