On my brandnew MacBookPro 14" with M1Pro and macOS Monterey 12.3.1 clicking with modifier key does not work when "tap to click" is activated and i just tap while pressing control or command.
It takes several tries (usually 3-4) until control+tap or command+tap works.
When i really click the touchpad instead of just tapping, control+click and command+click works all right.
Does anybody know a solution to this issue?

Did this ship with 12.3.1 or you just updated....(?)
there were some software issue when Monterey was first released, but sorted with point updates.
You can try reboot several time after an update to settle in
you can try a safeboot to test and sort issues...

Login and test. Reboot as normal and test.
Takes a bit longer to get to the login screen, does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.
Caches get rebuilt automatically.
Just reinstalled macOS. Did not help either.
Since both touchpad and keys work perfectly well in other scenarios, i am fairly certain this is a software issue, not hardware.
Note: i tried to configure secondary click to "click in the right lower area of the touchpad" instead of "ctrl+click", but this does not work, either.
Using the two-finger-click seems to work, however.
This is a workaround for ctrl+tap - even if pretty annoying.
I do not have a workaround for cmd+tap, however.
Thx for advising, but none of this helped.
Machine was shipped with 12.2.1, updating to 12.3.1 was the first thing i did, however.
Reboot did not help (i rebootet 6 times)
Restart with safe mode did not help, either.
I've the same problem. Received mine 2 days ago.
Macbook Air --> no issues.
Trackpad movement is fine, it's just tap to click that sometimes doesn't react.
control+tap and command+tap do not work
