Can't change the default mail application

I use Outlook for work on my Macbook Pro - and I'm trying to change the default mail application to Outlook, but no matter what I do in the Mail settings it still defaults to the Apple Mail program. I've tried rebooting, changing the default mail app to Mail and then back again to Outlook - nothing works.

Anybody have any idea how to fix this?

MacBook Pro (13", 2019)

MacOS 12.3.1

Outlook for Mac v16.61 (22050700)

You have to change the file association for .eml

On the saved .eml right click and get more info

scroll down to Open With and change to Outlook

Yes exactly - I set it in the Apple Mail app and it seems to be ignored. When I open a .eml file (saved email), it opens in Apple Mail and I can see from the menu that Apple Mail is the default. So even though I've set it to Microsoft Outlook, it doesn't seem to change anything.

Yup that's what I've changed already - I set that menu to Microsoft Outlook and exit Apple Mail - but the Mac just ignores it when I open a .eml (saved email) file and opens it in Apple Mail. And in the context menu, it shows that Apple Mail is the default for opening the file.
