Issue with phone

Hey I’ve been having problems with my phone and I wanna know the issue the first problem is that I can’t update my phone because it says I have no storage but I’ve bought the $9.99 Per month storage but it’s still saying no storage I don’t understand why. also my photos are saying low dis and won’t let me send pictures to anyone . And another thing is my phone randomly blinks out and go to a loading screen and it continuously does it and my phone isn’t damaged and has no cracks and I don’t drop it so I don’t understand why it’s doing that either.
