It's not an error. That message is simply telling you that after a reboot of your Mac, you need to type in your password – Touch ID is not accepted for that first unlocking, for security reasons. (Side note: iOS devices are the same, when you restart an iPhone or iPad, you need to type in your password, Face ID and Touch ID are disabled until the password is entered).
So, what you need to do is enter your password. After that, if you've set up Touch ID then it will work to unlock your Mac.
