Try connecting to Wi-Fi before opening the TV app.
If this iPad has cellular functionality, then the TV app would need extra permission to use cellular data.

Do I delete the app on my iPad then get it again?
Not sure if that will solve the issue, but yes you can do that.
Else contact an expert from the Apple Support staff for further assistance. Contact Apple for support and service (phone numbers) or start your support request online (chat/email/callback).
It’s already connected to wifi thru my phones hotspot and it was working until it wasn’t. It just seems to be stuck on the one screen. Do I delete the app on my iPad then get it again?

Got the courage to delete app on iPad and immediately put it back saying yes to maintaining subscription. Whew! It seems to be working now.
