I have a MacBook Pro 2013 with 60W MagSafe 2 Power Adapter with cable management system; MagSafe 2 power port. The cable that comes from the “brick” and goes to the laptop is beginning to fray (badly). I also own a new MacBook Air M2 with a 30W USB‑C Power Adapter.

You won't be able to use the MagSafe connector of the Air on the 2013 Pro, and the cable is wired into the brick, so no sadly.

If the connecters mate precisely, yes. But be aware you should not use a light duty cable on a "heavy" duty device, i.e. a "fatter' cabe is fine, but a small cable on a MacBook may heat up.
