iCloud full messages won't go away

I've upgraded my iCloud storage and more than half again storage more than I need. However I continue to get iCloud full messages popping up, on the top of my documents etc on my Mac. How can I stop this. I tried to log out of iCloud and back in and all my documents disappeared and have long call to Apple guy to get them back so that is NOT the solution? Does anyone know?

The upgraded plan was not yet sufficient to create more iCloud space , manage your iCloud storage Manage your iCloud storage - Apple Support

And then reduce the storage plan to free 5GB Downgrade or cancel your iCloud+ plan - Apple Support

Make sure iCloud Drive and desktops ad documents box should always be turned as on Use iCloud Drive to store documents on your Mac and iOS devices - Apple Support
