iOS 16 not connecting to Apple CarPlay
I did update new iOS16 and now when I plug my iPhone 13 plus max to my car it doesn't recognize the device! anybody with the same problem?

I have the same issue. I know it is the phone and not the car because my wife's phone still works in my car and she hasn't updated to iOS16.
After a little testing, I found that if I turn off my VPN, the CarPlay sees my phone, like normal. Clearly, Apple needs to push out a fix because I'm not turning off my VPN every time I get in my car.

I have spent over 3 hrs with tech support. Of course they blame uconnect but I can confirm that on both my wife’s 13 pro and my 14 pro that turning off the vpn solves the issue.
I had the same problem. After reading lots of posts it occurred to me that shutting off Screen Time might fix the problem. It did. Car Play now works again.

I might suggest researching exactly what a VPN actually provides you, and what your data provides to a VPN provider, while badly solving a problem which really hasn’t existed in a decade, much over-hyped, and with too many operated by sketchy vendors and various of those vendors have had a history of blatant lying. Some of the VPNs have had indications they were decrypting your already-encrypted data based on what’s been posted around here, too. And the VPNs mess with yourmIP networking routing, too.
I found that if you turn off VPN, connect to CarPlay, wait until Carplay is working, then turn on VPN, CarPlay works with VPN. But as soon as you disconnect CarPlay, you have to turn off VPN again and then reconnect to CarPlay.
I had the exact same situation. I upgraded to iPhone14 Pro Max and just like that, Apple Car Play could not identify my new device. Thanks to the post that mentioned a VPN may be the problem, and it was my issue. Thank you Apple Community!
I tried all of this, and was not successful. I finally reset my car computer to its original settings and voila! It started working again. I have a 2017 Honda Civic I’m guessing it may have been a combination of one or both, but more likely the reset of the car computer. Try this if nothing else works.
Working fine with vpn deactivated
Same issue with car play not connecting after updating iPhone 11 to IOS 16, turned off VPN and connected with no problems. Apple please fix!
Updated to 16.0.2...problem fixed. I use Freedome VPN on my devices.
I had this happen and turned off Screen Time in settings and now it works. I had to toggle it on and off a couple times but it works all the time now and Screen Time is off.

For those following along, try an un-pair and re-pair of the iPhone with the infotainment system, and see if that clears this.
Also ask to your VPN about this issue.
I did and they helped me to configure my settings.
after this I was able to connect my phone to car play without turning off my VPN.
can we please keep this thread limited to the topic at hand and not diverge into the merits (or lack thereof) of vpns? thanks!
that said, the vpn solution did nothing to resolve my issue with the CarPlay connectivity. i don't use a vpn.
what did work for me was a complete wipe of the phone, a clean install of iOS 16, restoring from the backup (do this BEFORE you wipe the phone), and a new (apple branded) cable. the why it worked is still something i don't fully understand, but it's safe to say that vpns aren't the only culprit here.
Try opening the EVPN app. Bottom right choose "more" then settings. Under "Network Protection" uncheck "Block internet when unable to connect to vpn." It’s not a permanent fix but until apple and EVPN get their acts together it works.
