So, where to go from here.
If a Bluetooth is Not Working.:
A. Open in Safe Mode:
In Safe Mode, Login Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait 30 seconds, and try opening it. Then boot up normally, attempting this once more. For instructions, go here: How to Use Safe Mode on your Mac - Apple Support
B. Single-Out this User:
What happens when you create a new Administrator user? do you still get this error? If not, then it it like an issue with the configurations of the current user. If so, then it is an issue of the macOS, in which case, you'd need to reinstall it.
C. Reinstall the macOS:
Go Here: How to reinstall macOS from macOS Recovery - Apple Support. Important: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more.
D. Provide your Feedback:
Do your Part: Inform Apple of your feedback. Apple wont get back to you directly, but the more feedback thy receive from its users, the more likely they will know what needs to be fixed.
- Go Here: Feedback - macOS - Apple
- Select: "Bug Report" for the "Feedback Type"
- Select: "Application/Utilities" for the "Feedback Area"
- Comment: on when you came across this issue and how you have troubleshot it thus far. Include the URL of this thread.
- Proceed from there as necessary.
