how to control tv on and off with Apple TV remote

I have two separate Apple TV's set up using the identical TV's (Samsung new model). On one system, I am able to control the on/off and volume of the TV with my Apple TV remote. The other system says that "you can't use System Control with this configuration". There are no other options to choose. I've gone down the list on both systems and they appear to be identical. What am I missing? I'd like to use only the Apple TV remote and put my Samsung remote in a drawer and never have to get it out.

Please use the information in Control your TV or receiver with your Siri Remote or Apple TV Remote.

Thank you for the input. I followed along with everything in the link that was posted and I still can not get the TV to turn off with the Apple TV remote. The volume works fine but it still says "you can't use System Control with this configuration" when I try to change the "Turn On Your TV with Your Remote" selection. Yet, the other system that I have, which is set up EXACTLY the same as far as I can see, works perfectly. I'm stumped. Any other ideas or thoughts?
