"Settings > Tap your profile > iCloud > Under “Apps Using iCloud” tap “Show All” > Messages in iCloud > Sync Now" doesn't work for me.. nearly immediately it goes back to "Syncing Paused" after initiating "sync now".. :-(
This happened to me with new a new iPhone16 Pro Max. The fix was to disable iMessage, reboot, enable iMessage, then force sync.
I did try the restart but it seem to not work for me the issue is driving me nuts.
