Impossible to empty bin !

This is really strange. I have external HDDs (Sandisk SSD) and I can't empty bin. Just want to erase things I don't need. And always getting messages that "item in use", "privileges" etc.

Nothing is in use, all normal files and folders. I tried even with terminal sudo rm -rf ~/.Trash First - although I wrote correct password, it wrote incorrect, second attempt it wrote "operation not permitted"

What is going on ?? Such a basic essential thing like erasing what I want and emptying trash.

Nothing is "in use". And it is not a question of one particular disc but any of them.

Restarting does not help. I even formatted one disc but it did not help either. Some new super bug in new OSX ?
