Chrome launches every time I login - even after removing from Login Items!
Every time I restart, Chrome opens. It's not in my login items in System Preferences. How do I get it to stop adding itself?
Disable all Chrome extensions and test.

Purge the computer of the Application
It may popular but it is a CPU and Memory Hog and now add the auto Launch at Startup or Restart, despite the efforts of the user to remove from Login Items - good work by the way 👍
It is also know to harvest the Users' Data for their Resale to the Highest Bidders
There are alternative available if the user care to explore and most are without the Over Head of Google
