iCloud only syncs my Purchased Music to my iPhone 12 - Need Other Songs for my Zumba Class

How can I get select non-purchased songs onto my iPhone.

I am a Zumba Instructor and want to start putting class playlists my iPhone12. Currently I use an iPod touch which syncs all the music from iTunes on my laptop. But now I want to selectively load songs from iTunes on my Laptop to my iPhone but continue full sync between my laptop and my iPod Touch. Worried I will not be able to do these two separate tasks. Currently only songs purchased are on my iPhone. The non-purchased music I need has been purchased via my Zumba License.
