I get this error message when I try to install the new OS via Software Update:
If I press OK here, the error message disappears, and I am able to start the installation process. Screenshot below:
After clicking "Continue" though, I get this screen, and the process seems to be stuck. Nothing happens for hours:

And then, I will attempt to upgrade to MacOS Ventura.

Then I am starting to agree with an earlier posting from @dialabrain
There appears to be some more wrong with this computer than just running a very old version of Monterey 12.4
I see a couple of options and in no specific order
1 - Download the Application Etrecheck directly from the Developer.
This is a Diagnostic Tool that makes no changes to the computer.
It makes a coherent and readable inventory of both the Hardware and Software used on the computer
The application is free or paid from added features.
The Report will Not Reveal Any Personal Information.
Post back the Full Report - copy and paste - >>>> using the Additional Text Icon ( 3rd Icon to last ) <<<<
We can have a look at the report for possible issues and may have possible suggestions to resolve the issues
2 - Get Support Choose a product and we’ll find you the best solution.Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issues .
3 - Have the computer evaluated by the Professionals who have the Special Hardware Software and Expertise to diagnose the issue and offer possible solutions
So, I deleted the install MacOS Ventura file from my Macbook, and proceeded on to download MacOS Monterey 12.6.3. At the end of the download, I again got a similar error like this:
I had to quit the application and again tried to open Install MacOS Moneterey, and the app hangs, and I need to force quit the application. What is going wrong?
Tried the process again a second time. Deleted the install MacOS Monterey file from Apps and cleaned up my trash, and started downloading MacOS Monterey 12.6.3 once more.
Same errors again. "No packages were eligible to install ...". While this error is issued, install MacOS Monterey app is active, but there is no window shown for the app.
I press OK to the "No packages were eligible to install..." message, and the software update shows me this:
I have to kill the Install macOS Monterey application:
I get the message about any changes might not be saved fro this app. I press OK, and then, I get this message to send the error report to Apple or just ignore. I ignore.
I have to manually start the install macOS Monterey again, and I still dont see any window for this program....

Just to let you know, currently, my M1 Macbook Air is 12.4
Judging from user profile the machine is running Monterey 12.4.

If Yes, it is suggested to update ( not upGrade ) to the current version 12.6.3 before attempting the jump to Ventura.
The Software Update Applet may have presented several Options including an update to the existing Monterey.
UpGrading to a newer version of macOS without first having the existing version totally up to date can present issues such as what the computer is experiencing now.
Yes, you are right. My machine is indeed running MacOS Monterey 12.4.
Software Update does not give me the option to upgrade to the latest version of MacOS Monterey ... how do I install that?

As you have tried the advise from @dialabain and the same issue has occurred.
This may require a few steps before actually getting and installing Monterey 12.6.3
Jumping fro Monterey 12.4 released May 16, 2022 could require moving to a newer but not newest version first.
In Terminal the following command which will only search for for Full Versions of macOS this computer Qualifies to run.
It will Not Download anything.
softwareupdate --list-full-installers
What is the output of the above command ?
I downloaded 12.6.1 version using the terminal command:
softwareupdate --fetch-full-installer --full-installer-version 12.6.1
I tried to install from this installer, but the installation shows the same behavior (it hangs ... becomes unresposive) as the 12.6.3 installer from the App store.

Hi,
I tried to restarted the mac in safe mode, but I guess, I could not hit the shift key at the correct time. The Mac restarted in normal mode, and I tried one more time to install MacOS Ventura, and lo and behold, it worked. The Mac hadn't been retsarted for months .. and something awry might have been lingering on in the session.
Anyways, guys - you are so helpful. Thanks for your help.
