Setting up a phone

My daughter iPhone was stolen, my carrier replaces it. Now how does she get the new phone set up?? She has no access to her iCloud email or the access code Apple keeps sending to the old phone Help

Why doesn’t she have access to her iCloud email? Stealing a phone does not steal the Apple ID or password.

When she set up 2 factor authentication the process recommended setting up other trusted devices and phone numbers. If she took this advice when the prompt for authentication appears just tap or click “didn’t get code” and she can request that it be sent to any other trusted device or phone number.

If she did not set this up she will have to use Recovery→How to use account recovery when you can’t reset your Apple ID password - Apple Support
