Why doesn’t she have access to her iCloud email? Stealing a phone does not steal the Apple ID or password.
When she set up 2 factor authentication the process recommended setting up other trusted devices and phone numbers. If she took this advice when the prompt for authentication appears just tap or click “didn’t get code” and she can request that it be sent to any other trusted device or phone number.
If she did not set this up she will have to use Recovery→How to use account recovery when you can’t reset your Apple ID password - Apple Support

i guess she doesn’t know how to get access to iCloud email unless she is on her phone
On any computer go to however you add email accounts and add her iCloud email account. Or add it to someone else’s phone in your family.
