The issue you are describing sounds to me like you may have some form of malware on your Mac and nothing directly to do with the update to Ventura 13.2.1.
When attempting to access a website, but your browser is redirected to another one, is one sign of malware. As such, I suggest that you try the steps in the following support article:
In addition, you may want to consider trying the "free" version of Malwarebytes for Mac to see if it uncovers any potential malware present on your Mac.

Instead of downgrading, why don't you provide us with what the issues you are having with 13.2.1 so that we can try assisting you towards a solution? Otherwise, did you perform a backup BEFORE you updated?
Before macOS Ventura 3.2.1 I had control of my own computer. Since the update, I do not. I try to go to the front page of a publication such as Brietbart and it directs me directly to a specific page I am not interested in. When it opens a page, it comes up in full screen so that I have to close it and begin again Instead of backing out, I have to close that search completely and start over. This has been a vicious cycle on other sites as well. It is cumbersome and time consuming not to mention unnecessary. I had no problems before this and have enjoyed using Apple for a number of years. Now I'm reconsidering that. I spend a great deal of time on the computer every day, but this is ridiiculous!
