But the phone is 3 years old, to the month, purchased new from a cell service provider. Date of release might be 6, or even older if we count what's in someones mind. And while I might expect it from Apple, "buy a new phone" isn't really a very good answer.
I want functional, I don't need latest or greatest. Except for Apples no longer allowing many app installs, which they have and previously supported, the phone works fine. But that's a fault of Apple, not the hardware.

I have updated my phone Im on 16.4.1 which is the newest update, but am still getting this on random pages, the site owners seem to have no idea what Im talking about to be able to fix the issue.
Mine is up to date. And half the websites I visit I now get this message.

Use a different browser such as Chrome or Firefox.
Just-make-it-work you can easily resolve the confusion by identifying your iPhone's model name:
Settings > General > About
What is its Model Name please. That information will tell us the iOS version it is capable of running. Thank you.

My general tendency, not just phones, is an older version of a premium product is far nicer than something new and cheap. Cars for instance. I like BMWs, but 20 year old ones, not new expensive ones. I've found an older iphone is nicer than a cheap new android.
The phone in fact is 3 years old, and not from being in a warehouse. Seems Apple ran off a bunch of them for Tracfone 3 years ago for whatever reason and sold them very inexpensively, which I jumped on. As I'm a PC guy, not a phone guy, but this is the 21st century, I use the phone some, but only at a fraction of it's capabilities. But I do use it for some web browsing and more and get frustrated when I get a "not supported" message, telling me to upgrade which I can't.

Of course they don't. If Safari is the latest version, which it is, then the website code is flawed. No one can fix that, other than the website's owner or custodian or developer or whoever is responsible for maintaining that web page.
They need to find competent assistance:

If you have a complete backup of your current phone, when you buy a new phone, you have the option to transfer the backup of the "old" phone over to the "new" phone. So, the "new" phone will look just like your "old" phone did about 30-45 minutes later.

I was able to install Opera, but not Firefox or Chrome. No difference some sites still say no longer supported. My phone is 3 years old and not new tech then so the newest ios it will load is 12.5.7.
Your phone is 6+ years old. There are a lot of apps that will not run on the outdated iOS 12.5.7.
You need at least an iPhone 7 to run iOS 15. Better to get an iPhone 8 or higher to run the latest iOS 16.
An iPhone 7 is 5+ years old. An iPhone 8 is 4+ years old. I did not suggest a "new" phone, I suggested something that would provide you with the functionality that you are looking for.
An iPhone that only runs up to iOS 12.5.7 is not 3 years old. If you bought the phone "new" 3 years ago, it sat in a warehouse somewhere for 3+ years before you purchased the product.
What is interesting is that an iPhone 8.....one of the phones I suggested.....is older than your phone, yet it is far superior to the phone that you have.....and.....it will run the latest most up to date iOS 16 version.

We took that at face value. But, it would not hurt to also know the model number.
Thanks for the clarification on the "special offer".
The issue here is that the iPhone 6....no matter how old it might be....is only capable of running iOS 12.5.7, and there are significantly older phones than yours.....like the iPhone 8....that can run the latest iOS 16.
Kind of a Catch 22, but it's your call.
