What is this? No upgrade available it wont load some pages!

But the phone is 3 years old, to the month, purchased new from a cell service provider. Date of release might be 6, or even older if we count what's in someones mind. And while I might expect it from Apple, "buy a new phone" isn't really a very good answer.
I want functional, I don't need latest or greatest. Except for Apples no longer allowing many app installs, which they have and previously supported, the phone works fine. But that's a fault of Apple, not the hardware.
