Did you read past the first post in this thread? I'll summarize for you. If you purchased a used iPhone, which is locked to owner, it is activation locked and the ONLY person who can unlock it is the owner the phone is locked to. If you don't know them or can't reach them, you own a totally, utterly useless iPhone you can NEVER use. Apple won't help you. We can't help you.
Either get the owner who locked the phone to remove activation lock, or return the phone for refund or recycle the phone responsibly.

Take the phone to the seller and have him remove the lock on the phone. The phone is useless otherwise.
Here is what the seller must do:

Wow, thanks for the quick reply. Sorry, but what would that mean exactly? He’s willing to give me his icloud credentials too, if I had those, what would I need to do with them?
You will want to follow the previously-provided link:

Using that, the person holding the Apple ID can perform the unlock remotely, as is described in that article.

thanks for your help and MrHoffman as well, but it looks like the phone has been reported as lost or stolen. Seller gave me icloud credentials and I removed the device from there, however I still see the same message when trying to set up the new phone..also I ran a check on imei info and apparently the phone is clean and not blacklisted, so I’m lost?
If the seller refuses to give your money back, recycle the phone as it is totally useless to you. You've likely been scammed, which is very common.

If you can get no Activation Lock unlock, or get a blacklisted device, and can get no refund, then you bought a forever-useless brick.
That means you got scammed.

AFAIK, there’s only one actual service that can check the blacklist, or your carrier can check. I would not trust the rest of the online services.
CTIA is the industry group in this area:
https://www.ctia.org/consumer-resources/preventing-device-theft
and they run a checking service here:
https://stolenphonechecker.org/spc/
Other websites may well collecting valid IMEIs for spoofing, without even looking anything up, for instance.
And a phone can be added to a blacklist after purchase, as is common with some scams. Those that have some sort of theft or loss coverage, for instance. This makes blacklist checking less than useful.

My apple id was disabled
There are various causes of a disabled Apple ID.
One of the most common: If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help.
There is nothing you can do to clear a message that the Apple ID is disabled in the App Store and iTunes Store, other than directly contacting Apple using that blue-text link.

I'm sorry for your loss.
Apple provides a procedure to request access to a deceased person's account. You will need a death certificate and probably also a court order.

iPhone locked to owner
plese help me?
my ipohne 6s locked please resoleve promble ,it will not be usable without that information.
Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass. We can’t help, and Apple won’t help without being provided with convincing proof of ownership.
An iPhone or iPad with Activation Lock is indistinguishable from a lost or stolen device, if not actually lost or stolen.
Return it for a refund if the seller is still around, or recycle it. If you acquired this used and the seller has disappeared and as is all too common, then you got scammed, and now own an expensive and useless brick that’s eventually headed for recycling.

The iphone I bought it requires owners icloud and I have no access to contact to the owner what should I do

You "bought" a brick. If you have no way to contact the owner, recycle the phone responsibly.
what if the original owner is known(a family member), apple id email is known also but forgot the password and the current apple device being used by this original owner is signed in with a different apple id email but the same phone number with the 'locked to owner iphone' .. how can we resolve this?

Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass.
Contact the owner. That owner is seemingly not you.
Which means this iPhone is effectively if not actually a lost or stolen device.
Until and unless the owner of this iPhone releases that lock, it will remain unavailable and useless.
We can’t help you, and absent proof sufficient to convince Apple of your ownership, Apple won’t.
My gf bought a used iPhone 15 and it said it was locked to owner. We got in touch with the seller and he said he had removed the activation lock from his icloud and removed it as device from there, but the phone still showing the same message and can’t be used. Is the seller lying or is there anything else that we can do? Thanks
