Just to be clear, you did this:
If that does not resolve the problem you probably have either Parental Controls enabled on your device (possibly from a parent’s phone), or you have a work or school email account on your phone and the administrator has blocked changing the passcode.
Thank you to provide the simplest way to fix the issue, I have seen the missing of Face ID and password in settings after IOS 17.3 update.

my face id suddenly stopped working. I went through all the steps to reinstall it and then it says faceid is not available at this time.??
The passcode still works.
I checked restrictions and everything is enabled and I’m still unable to change my passcode. The option to change it isn’t there , I tried updating , resetting the phone
