Can't download 16.5.1(c)

I have a iPhone 11 Pro. At first it seemed like I didn't have enough space on my phone, so I freed up space. I couldn't get my phone to download 16.5.1(c). I contacted Apple and they had me download the update via the iMac. It only downloaded 16.5.1. I contacted Apple again, and I found out that you can't download the incremental updates via the iMac, have to do it on the iPhone. We tried, to no avail. I found out that I wasn't the only one having this issue. Was told to try again in 24 hours and maybe there would be a fix. Just wondering if anyone out there knows about this issue and has an idea what may work, so that I could download the latest software update - 16.5.1(c).
