It is NOT bs. It is EXACTLY how Apple designed Apple Watch to work iPhone. If your phone and watch both made notifications sounds when you wore your watch, something was wrong with your devices.
Did you read the Support Article I posted on the first page, where Apple is VERY clear in pointing out that Notifications come to your watch or your phone, but NOT both?

Read where it says notifications appear. If your iPhone is locked, notifications come to your watch. If your iPhone screen is open, they come to your phone. You can call it what you want, but this is how Apple designed it to work, whether you like that or not.
