Sorry to hear you're having issues with Apple News.
If you've already checked to make sure there aren't any Screen Time restrictions on the device, make sure your device's region is set to the region you expect. Here's how to check this:
Settings > General > Language & Region > Region
If the Apple News app still doesn't work, try changing the region to something else, then changing it back to what it should be.
