My phone is fixed! I went to the Genius Bar a few days ago and they were stumped and couldn’t help me. I scheduled a call with Apple support and as part of their normal troubleshooting they reset my connection to the iMessage server on their side and had me restart my phone. It instantly started working. If you’re having problems, I suggest you schedule a phone call with Apple support. They have more robust troubleshooting systems an additional access than the in-store folks do.
Do you also have the IOS 17.1 update?
I’m experiencing the same thing. I’ve turned off and on iMessage, reset network settings, and even backuped and reset the entire phone. Still not fixed.
I cannot reply to anyone’s messages!
I’ve turned messages off & restarted my iPhone 4 different times, too. Not able to send a message.

How can iOS 17.1 be uninstalled?
I'd say it's time to contact Apple.
Did you check if the people/friends you want to send an iMessage to did set up the iPhone correctly to receive iMessages?
Quickest fix is to get over to your nearest Apple Store! Tech help for this “fix” is free!! “Git er dun!”

What phone do you actuatlly have? An iPhone 4 cannot run iOS 17. Your original post says that you have an iPhone XR.
To be clear, you say you can't send iMessages. Can you send SMS (green) messages?
No, you cannot remove iOS 17.1.
I have an iPhone 13 on Verizon. I was thinking I’m stuck waiting for an update. Yes, I can send text messages but not send anything through iMessage. I can receive messages from other people though through iMessage.
I tried setting up as a new iPhone and then testing iMessage and it still did the same thing. I can send iMessages from my email accounts but not from my phone number. At this point I’m thinking it’s either an iOS problem or a problem with Verizon. Any thoughts?
Yes, the mobile number is selected and has a checkmark next to it. Whenever I have “initiate new conversations” with the phone number checked, it won’t allow me to send iMessages. I have to have one of the emails checked, but then the iMessage doesn’t come from my phone number it comes from an email and people receiving my message see my email rather than my contact.
Nothing that was done in days has fixed my iphone 15 pro max after the 17.1 update. today i had to buy a new iphone and its on 17.0.3 and it works perfectly fine. I think apple should have replaced my phone being that their update is what screwed up my phone. I will wait about a week and hope that apple puts out a patch to fix this issue if not i am going to unfortunately have a battle with Apple so that they replace my phone. wish me luck. now i have an ipad and an iphone 15 pro max that imessage does nto work on.
I am facing iMessage and facetime issues in ios 17.1 on my iphone 15 pro max. I can facetime call or send iMessage's to others but no one can facetime call me or send me iMessage's.
Restarted my device several times, did reset all settings and iMessage's settings.
Still not solved.
Nothing is going to work until Apple outs out a software fix. I had to get a new phone and not update from 17.0. When the fix is rolled out I will try on my iPad, if it works then I will upgrade my iPhone. I cannot believe such expensive phones and I was left to walk out of the Apple Genius Bar with no solution nor will they exchange my phone. Pretty ****** at a company many are loyal to for years.
So wish I had read your post to not use iOS 17.1. I can receive texts from others, but can’t reply. I’ve tried all of the things others have tried on here. But no solution was found.
Perhaps all of us should visit the Apple Stores and prevent Apple Sales to other customers until the problem is fixed.
