How Can my Contacts go to my new iPhone if I manually set it up

I just bought a new iPhone, and I couldn’t set it up automatically because of the internet service in my area so I had to do it manually. However, contacts weren’t saved in my new device and I can’t use my iPhone properly. I still have my old iPhone and I just backed up my iCloud so it can be passed on to my new iPhone but it’s not working. What else should I do?

iPhone 14 Pro, iOS 16

As long as the old iPhone is connected to Wifi, open Settings > Tap Your Name at the top > Tap iCloud > Make sure all services are turned on, including Contacts.

Wait to make sure things download to iCloud fully.

Then on the new iPhone do the same and make sure all services are turned on.

The does require that your new iPhone is set up using the same Apple ID you used on your old phone.
