Sorry to hear you are yet another victim of Apple's poor iOS updating.
As you may have read, this happened to me after updating to iOS 17. I tried everything - there was absolutely no solution. It was not fixed until iOS 17.3.
Like you, I've very recently updated to iOS 17.4.1 and - probably more by luck then Apple's design - so far at least, notifications continue to work (iPhone 15 Pro Max).
100s, if not 1000s, have suffered from this issue following various updates. And yet, Apple have remained silent - much like their notifications😱. Why Apple is not addressing this incredibly serious issue is beyond me.
So, I'm sorry to say, in my considerably experience researching and trying to resolve this issue, I think most likely you are going to have to wait until the next iOS update and hope that fixes it - or, if you have a backup, revert back to before the update if that is possible.
After much troubleshooting, I'm convinced that this issue is related to Face ID. For me, all apps that incorporated Face ID - whether enabled or not - were the ones where notifications stopped working. All other apps that did not incorporate Face ID continued to send notifications as normal.
It would be interesting to hear if that is the case for you?
