Of course you can always purchase another iPhone. Did you mean whether you can transfer the data from your broken iPhone 7 to a new iPhone? The answer is YES, but only if you repair the iPhone 7 first and get it back in working order. There is an exception to the above, IF you have created a backup file on iCloud or a computer, then you can restore your new iPhone from that backup file.
